The New Zionist blog has a post entitled On Aliyah Strategy which discusses immigration to Israel from English-speaking countries.

An excerpt:

All of these new Aliyah options overlook one simple problem that rests at the core of the Aliyah push. Simply put, it takes less effort/money/time to bring people to Israel than it takes effort/money/time to keep Israelis from leaving. Figuring out all the reasons why Israelis keep leaving in droves, year after year, is a much bigger knot to untangle than finding out interesting ways to bring Diaspora Jews here (and the reason they leave is much more convoluted than simply looking at salary differences). Therefore, the trend in the short run is continued net negative migration.
